The building borders Oita Joshi Park. It is a representative work of his early period that realized a "growing architecture" based on a novel structural plan in which two pairs of concrete building walls are supported by a pair of hollow beams running north-south and their tips on large orthogonal beams, and the "process planning theory," an architectural concept he advocated. The design of the protruding hollow beams expresses the "cutting" of "growth". In 1996, Isozaki renovated the building in conjunction with the relocation of the Oita Prefectural Library, and it was renamed "Art Plaza," a cultural facility of Oita City. The building was reborn as Art Plaza, a cultural facility of Oita City. In 2022, it was registered as a Tangible Cultural Property.
