Summary of Agenda
After the report on the results of the projects and activities of the Kitakyushu Municipal Museum of Art Friends Association in FY2011, the committee discussed and received opinions on the evaluation of the operation of the Kitakyushu Municipal Museum of Art in FY2011.
proceedings (e.g. parliamentary debate)
- chairman
- I would now like to proceed according to the agenda.
First of all, please ask the secretariat to explain about the "Results of the Implementation of Businesses in FY 2011" and "Activities of the Friends of the Museum". - secretariat
- Explanation of "Report 1: Results of the implementation of projects in fiscal year 2011
Explanation of "Report 2: Activities of the Friends of the Museum - chairman
- Do you have any questions in response to what I have just explained?
- committee member
- The report material does mention expenditures, but can you tell us about the revenue from the viewing fee?
- secretariat
- Regarding the revenue from admission fees, the collection exhibition is 1,517,000 yen and the special exhibition is 22,154,000 yen.
- committee member
- Do you subsidize admission fees for members of the Friendship Society, or does the city provide subsidies to the Friendship Society?
- secretariat
- Admission subsidies for members are provided by the TNM through its own financial resources, such as membership fees. The only expense paid by the city to the TNM is the commission for the Museum Concert.
- committee member
- If the program is funded by membership dues, the current half-price subsidy makes the benefits of membership seem unattractive.
- secretariat
- Expenses necessary for member benefits, such as subsidizing admission fees and publishing newsletters, are almost entirely funded by membership fee income. Other operating expenses are funded mainly from museum store sales. Therefore, we believe that it would be cost-prohibitive to provide full subsidies for admission fees.
- committee member
- Can't you put the museum budget on the agenda of the museum council?
- secretariat
- In the system, the museum's budget is determined in consultation with the Finance Department. Input from the council is reflected there.
- committee member
- The Council would like to offer its support for an increase in the budget, but since we do not have a clear picture of the museum's operations, we would like to see detailed documentation, including revenue.
- secretariat
- It is true that it is difficult to understand the status of the operation with only expenditure data. We will consider what kind of data we should present to you.
- committee member
- Can't we have an agenda for this council meeting regarding the management of the Friends Association, such as increasing its membership?
- secretariat
- Since the TNM is a voluntary organization independent of the museum, it has a separate board of directors that makes decisions and discusses management issues such as measures to increase membership.
If the Museum Council gives us feedback on how to increase membership, we, as the secretariat, will report it to the Board of Directors and utilize it in the management of the Friendship Society. - chairman
- This concludes my report, but I wonder why the utilization rate of Tanken Passport is so low.
- chairman
- Next, I would like to ask the secretariat to explain agenda item 1, "Evaluation of the Operation of Kitakyushu Municipal Museum of Art.
- secretariat
- Explanation of "Agenda Item 1: Evaluation of the Operation of the Kitakyushu Municipal Museum of Art.
- chairman
- I would like to ask for questions and comments on the explanation given by the secretariat.
- committee member
- Regarding the evaluation items "Research and Exhibitions", can we separate them into "Research" and "Exhibitions"? I believe that research and survey are related to "collection and preservation of materials" and "dissemination activities".
- secretariat
- Since this issue concerns the entire structure of the operational evaluation system, we would like to review this issue when we consider the next evaluation system after the end of the current evaluation period in 2014.
When we initially created the current management evaluation sheet, we had to combine the evaluation items "Exhibitions" and "Research and Studies" together because collection exhibitions and self-produced exhibitions cannot exist without research and studies. - chairman
- It's hard to put "research and study" alone as an evaluation item, but on the contrary, I think it relates to all items.
- committee member
- Please include in your evaluation the status of the curator's activities, his/her involvement with volunteers and art appreciation classes, and future research topics.
- secretariat
- The division of work among curators has been divided into regular and sub-curatorial responsibilities in accordance with the evaluation items since FY2011. We will work to raise the awareness of each of them so that we can show our achievements in the future.
- committee member
- Regarding educational dissemination and learning support, it would be better to actively promote cooperation with the Board of Education in order to coordinate the thinking of the school site and the museum and increase participation.
Regarding citizen participation and cooperation, it is attractive to have corporations and other organizations that are enthusiastic about cultural activities become volunteer corporate members, which opens up future possibilities.
Regarding public relations and information dissemination, I think that if we change the way we create our website, we will have more access to it.
Also, why not invite potential key Twitter stations to the exhibition and promote it? Disseminating information via Twitter is effective. - committee member
- I think it is very important to work with the Board of Education. Due to the reduced amount of time for relaxed education, schools can no longer afford to participate in art appreciation classes, and depending on how the Board of Education notifies the schools, the schools may receive different information.
I think it was a good idea to change the design and form of the Tanken Passport. It would be more effective to avoid early April, when there are many handouts, and to place the distribution in late April or early May. - committee member
- Compared to collection exhibitions and self-produced exhibitions, there seems to be no verification of the process of holding large-scale special exhibitions and their effectiveness in attracting visitors, but I think it is important to evaluate large-scale special exhibitions.
- secretariat
- Large-scale special exhibitions play a major role in showing the museum's presence in the city and beyond. However, since these exhibitions are held jointly with the mass media through the executive committee system and are evaluated individually, it is difficult for the museum to verify and evaluate how they were held and what measures were taken to attract visitors.
- director
- We hope to be able to invite large exhibitions from here as well.
- committee member
- We know that calling a famous exhibition will increase the number of visitors.
Speaking from the creator's side, I would like to see Kitakyushu Municipal Museum of Art hold a large public exhibition organized by the city of Kitakyushu, such as the "Kitakyushu Painting Biennale," to promote the museum's existence. Among fellow artists, there is an image of an art museum that lacks vitality. - secretariat
- We want to make sure that our citizens are energized.
We believe that the way we present our collection is also the value of our existence as an art museum for citizens. In this fiscal year, the collection exhibition has been gradually producing positive results. - chairman
- Now, on "Agenda Item 1: Evaluation of the Operation of the Kitakyushu Municipal Museum of Art," may we approve the "Evaluation Results" as proposed by the secretariat?
- committee member
- No objection.
- chairman
- This concludes today's agenda. Thank you, committee members.
