proceedings (e.g. parliamentary debate)
- chairman
- Now, I would like to proceed with the agenda according to the order of business.
First of all, please allow the secretariat to explain agenda item 1, the Kitakyushu Municipal Museum of Art's management policy for fiscal 2013. - secretariat
- Explanation of "Agenda Item 1: Kitakyushu Municipal Museum of Art Operation Policy for Fiscal Year 2013
- chairman
- Do you have any questions or comments?
- committee member
- Are there any new projects or measures that were cancelled in 2013?
Also, what is the situation regarding revenue? - secretariat
- We are planning to start a new IPM implementation in 2013.
In addition, no measures were cancelled, but building renovation projects were postponed.
In addition, among the exhibitions, the Rubens exhibition is the centerpiece of the city's 50th anniversary project.
With regard to the museum's income, the main items of special funds are admission fees from visitors and income from the sale of catalogs. In terms of the budget, we expect an increase of approximately 26 million yen from 135 million yen in special funds in FY2013 and 109 million yen in the year before last. - committee member
- The report item mentions the opening of the Kurosaki Civic Gallery, but will there be a new operation of the facility?
- secretariat
- The Kurosaki area will provide a venue for citizens to present their work.
- committee member
- Regarding the TANKEN PASSPORT, children have free admission with the passport, but is there any discount for parents who come with their children?
- secretariat
- There is no discount for parents.
- committee member
- Do you accept elementary, junior high, or high school students for work experience?
- secretariat
- Every year, we accept junior high and high school students for work experience.
- committee member
- The program included workshops and other programs, but they were for elementary and junior high school students and not for pre-school children, so why don't you create opportunities for more children to visit the museum?
- secretariat
- In the "Chihiro Iwasaki Exhibition" held in FY 2012, we held two storytelling sessions of fairy tales with Chihiro's illustrations. In FY2013, the "Leo Leoni Exhibition" will be held at the branch library, and storytelling sessions are planned here as well. We will continue to consider planning events that are friendly to preschool children.
- committee member
- Regarding the renovation of the museum, I believe that the implementation design was scheduled for 2013.
- secretariat
- The air-conditioning system and other facilities have deteriorated significantly and require maintenance and repair, but due to the city's tight financial situation, this has been postponed.
- committee member
- Although the implementation design has been postponed, is the maintenance cost of the facility being addressed and will repairs be made where necessary?
- secretariat
- When installing air conditioning equipment, it is very important to make necessary repairs, including periodic inspections, because a large amount of money is required.
- chairman
- Would you approve the operating policy for the 2013 fiscal year?
- committee member
- No objection.
- chairman
- Please explain the operational evaluation goals for FY 2013 from the Secretariat.
- deputy curator
- Explanation of the "2013 Operational Evaluation Targets"
- Chairman Yoshitake
- Do you have any questions or comments on the explanation from the secretariat?
- committee member
- In the public relations and information dissemination section, you mention that you will disseminate information on the results of museum projects, but how about making it a little clearer at what pace you will disseminate this information, and whether you will also include the number of visitors and evaluations of exhibitions?
In addition, I think there are two ways to enhance existing collections in the FY25 goals: filling in missing parts of existing collections and further enriching existing collections, but I think it would be better to clarify this a little more. - secretariat
-
We initially envisioned that information dissemination would consist of exhibition catalogs and viewing cards, but we are now gradually deviating from that goal.
In terms of enhancing the existing collection, we are conscious of the need to replenish works by artists whose collections have been missing for some time in order to create a collection that is easy to feature and easy to thematize.
In addition to focusing on existing collections, we are also looking to collect new local artists as well as artists who will be active in the future, both nationally and internationally. - committee member
- How exactly will you inform everyone about how to promote the Kurosaki Civic Gallery?
Since the Children's Pavilion is located on the upper floor, I would like to see the Pavilion be flexible and hold events that encourage parents, mothers, and children to visit together, but do you have any ideas? - secretariat
- The Kurosaki Civic Gallery will be featured in a special issue of the March 15 edition of the city newsletter. The gallery will also function as a citizens' gallery at the Yahatanishi Lifelong Learning Center, and we will hold a briefing session at the Yahatanishi Lifelong Learning Center to inform users of the gallery.
- committee member
- Is the Kitakyushu Municipal Museum of Art positioned as an art museum for citizens? I would like to know what percentage of visitors come from outside the city.
- secretariat
- Although it varies depending on the exhibition, 34% of the Inten exhibition held in 2011 were from outside the city. For exhibitions held in conjunction with Ube City, 59% of visitors came from outside the city. The percentage of visitors from outside of the city is generally in the range of 30% to 60%.
- committee member
- I think it is necessary to look at art museums as a means to achieve the Kitakyushu brand and to market the city as a tourist destination.
- secretariat
- We believe it is very important to have many people use the facility, so we would like to operate the facility in such a way that we can disseminate information to the outside world and attract many visitors from outside the city, while collaborating with various cultural facilities.
As for the Rubens exhibition to be held in 2013, since it will travel to Tokyo, Niigata, and Kitakyushu, we are considering a wide-area PR strategy to attract many visitors from western Japan, as well as tie-ups with the secretariat for the 50th anniversary of the municipal organization. - committee member
- I think it would be a good idea for the Kitakyushu Museum of Art to have a high literary and artistic reputation among specialists, and to obtain a budget that includes holding exhibitions, etc., that would attract specialists to visit the museum.
- director
- We would like to determine a plan for holding the exhibition, taking into consideration the condition of the aging facility and also with renovation work in mind.
- committee member
- Research on local artists and their works is underway throughout Japan to discover local brands. The Masamu Yanase Exhibition to be held at the Kitakyushu Municipal Museum of Art in 2013 will be a traveling exhibition, and I believe this will be an important step in this direction.
- chairman
- Would you approve the 2013 operational evaluation targets?
- chairman
- No objection.
- chairman
- Report item, "About Kurosaki Civic Gallery" please report.
- secretariat
- Explanation of "Report: Kurosaki Civic Gallery
- committee member
- Will it be rented to groups outside the city?
- secretariat
- As this is basically a citizen's gallery, priority will be given to Kitakyushu citizens.
- committee member
- Due to the large number of applications, do you give priority to citizens?
- secretariat
- At this time, since it is a "citizen's gallery," we would like to give priority to Kitakyushu citizens.
- committee member
- I believe that the town of Kurosaki will be revitalized by having people from outside the city use this service, rather than limiting it to residents only.
- secretariat
- I will operate flexibly.
- committee member
- There are quite a few people from outside the city in Kitakyushu's cultural organizations, etc. We would like to encourage those who love Kitakyushu City to take advantage of this opportunity.
- secretariat
- This concludes today's agenda. Thank you, committee members.
