- Explanation of "Agenda Item 2: Operational Evaluation Goals for FY 2015.
- chairman
- Please feel free to ask any questions or requests regarding items 1 and 2 on the agenda.
- committee member
- The number of visitors to the museum has decreased by half in FY 2014. You mentioned that this was a reaction to the special exhibition held in FY 2013 to commemorate the 50th anniversary of the city government, but are there any other factors? Is it due to poor transportation access? Please tell us about measures to increase the number of visitors to the museum.
- secretariat
- The exhibition planning is generally done two to three years in advance, or as early as five years in advance. This year was also a year in which we were unable to attract exhibitions with strict temperature and humidity control due to the extremely deteriorated exhibition environment.
Regarding the accessibility of the main building and the annex, the main building is not conveniently located from the city center, but some say that the main building is better than the annex, which requires parking fees. On the other hand, some of the younger generation prefer to visit the annex, where they can also shop. We believe it is necessary to make use of such feedback in planning future exhibitions. - committee member
- I understand that during the renovation period of the next fiscal year, you will focus on revamping the volunteer system to promote citizen participation and interaction.
First, will the volunteer activities be suspended and not carried out?
Another point is that you plan to research other cities' systems to help you review their volunteer systems. - secretariat
- We have fully discussed the suspension of volunteer activities. Since the opening of the museum (1974), the museum's art volunteers have been the first art volunteers in Japan, and have taken a progressive approach in Japan. They are a highly skilled and knowledgeable group that has set a precedent in explaining works of art to the general public. Since the museum specializes in introducing the collection to the public, it was decided to suspend the collection exhibition when the museum closed its main building, where it had been held. In addition, due to the aging of our volunteer staff, we are suspending our activities and starting over with a new structure.
As for research and study of volunteer systems, we have not yet decided on a specific model from other cities, but we will consider our original system and methods after conducting thorough research. - committee member
- We have heard that the atelier will no longer be available due to renovation work. I am very sorry to hear this, as I used the studio about 40 years ago and it was a great help to me.
I think this is going against the grain of contributing to the promotion of local culture. - secretariat
- The museum has the important mission of protecting the museum's collection. With a limited renovation budget, it was necessary to secure a place to store the aging Annex collection in the main building, so the atelier and auditorium areas were converted into a storage facility.
- committee member
- I am glad that the museum is finally undergoing renovation, as art museums were built throughout Japan in the 1970s and 80s, and now all are facing the problem of aging. On top of that, I agree that the storage room should be considered first and foremost, as it is an important facility to pass on the works of art, which are the common property of the citizens, to the future.
My question is, we have a deficit of about 68 million yen in special exhibition income, and I would like to know how you are dealing with this.
As a request, we would like to request that the individual administrative work of research and study under evaluation item B, "Each curator shall publish research results, including papers, at least once." We would like this part to be enhanced. - secretariat
- The budget for the planned exhibition has been set with the goal of recovering the equivalent of the city's share of the expenses to be held by the Executive Committee. The actual situation is that only about 30% of the planned amount of income is raised. However, the budget is allocated to hold approximately 10 special exhibitions at the main and branch libraries each year, with the goal of providing opportunities for the public to experience art.
- committee member
- It is wonderful to see the names of Kihei Aoyagi and Yasuhide Moriyama in the independent exhibition, and I think it is wonderful that you have tackled your homework for many years. In the future, we hope that you will make the results of your research visible in order to properly position works that review the foundation of the museum.
We would like to know what you are aiming for after the reopening, what you are thinking of as a project for the reopening, and if you could indicate the direction of your research. - committee member
- I believe that about two years ago, the Board of Education transferred jurisdiction to the mayor's office, and I was hoping that in the future, from a broad perspective, the museum would consider not a "takotsubo" type of volunteer work, but rather horizontal exchange, and that the museum would become a place for human resource development.
- committee member
- Regarding educational dissemination, it is regrettable that the museum itself is an attractive place for children, so we were not able to use the main building in fiscal year 2015. Also, when we are allowed to come here for art appreciation classes, we are given expert explanations by art volunteers, which is indispensable, so we would like to see human resource development.
- chairman
- The volunteer activities of the Kitakyushu Municipal Museum of Art are a very advanced project, so how about compiling some kind of booklet as a breakthrough in the volunteer system?
- secretariat
- We are currently working on a booklet commemorating our 40 years of volunteerism.
- committee member
- We would like to ask if there are any plans for a project that will have an impact on the citizens when it reopens in 2017.
- secretariat
- After the renovations, we would like to do an exhibition like this, "Thanks to the renovations, we can do this kind of exhibition." We would like to plan exhibitions such as "Thanks to the renovation, we will be able to hold exhibitions like this. For example, exhibitions of important cultural properties and works from overseas that require strict temperature and humidity control.
Of course, we will plan not only for the first exhibition, but also for the long term. - committee member
- We would like to know if there are any other specific areas that will be changed in the renovation project.
- secretariat
- The cost of materials and labor has skyrocketed recently, and we are not sure how much of what we plan to do can be done with the current budget, but we plan to at least update the air conditioning in the exhibition rooms.
- secretariat
- Regarding barrier-free access, specifically, an elevator will be installed in the collection exhibition room on the third floor so that visitors can enter from the ticket booth.
- committee member
- This is a request from the perspective of school education, although it is not related to the next fiscal year. For example, the implementation of special exhibitions with pamphlets that allow children to easily converse at the exhibitions. We would also like to see a cooperative system to support teachers in the field, such as the development of learning programs that schools too far away to use museums can do at their schools on behalf of the museums.
- committee member
- At a recent meeting of the board of directors of the Friends of the Museum, a university professor suggested that we use students as volunteers. It was an interesting suggestion that we should not only use volunteers to explain the artworks, but also to talk about the attractions and highlights of the exhibitions from their own viewpoints, thereby bringing in young people to support the art museum. It is very regrettable to hear that the volunteer activities have been suspended.
- committee member
- We have heard about various promotional activities for preschoolers and adults, but we would like to see more hands-on workshop-type activities for young children. In addition, it would be nice to have other spaces where children can feel like they want to come to the museum. At the library, "Children and Mother's Library" is located in each ward. I hope that art museums also have "something" that parents and children can enjoy together.
- chairman
- I hope you have approved today's agenda.
- committee member
- No objection.
- chairman
- If there are no further comments, we will now adjourn.
- secretariat
- Thank you for your active feedback. We also received various requests.
In fiscal year 2015, we will work on the management of the museum based on the above.
