Summary of Agenda
The Board received comments on the results of the 2014 project implementation and the 2014 operational evaluation.
proceedings (e.g. parliamentary debate)
- secretariat
- The 1st Kitakyushu Municipal Museum of Art Council Meeting in 2015 will be held.
- chairman
- First, I would like to ask the secretariat to explain Report 1, "Results of the implementation of projects in 2014," Report 1, "Activities of the Kitakyushu Municipal Museum of Art Friends Association," and the agenda item, "Evaluation of the Operation of the Kitakyushu Municipal Museum of Art," and ask for questions and deliberations along with the items reported.
- secretariat
- (Explanation of Report 1, "Results of the Implementation of the Project in 2014")
(Explanation of Report 2, "Activities of the Friends of the Museum")
(Explanation of Agenda Item 1, "Evaluation of the Operation of the Kitakyushu Municipal Museum of Art") - chairman
- Please provide any comments or questions regarding the current report and agenda.
- committee member
- Regarding exhibition expenditures, what reduced the 16,514 thousand yen difference from the budget?
- secretariat
- Because of the executive committee format, the city's expenditures were reduced and saved because of the contributions received from the various media outlets. In addition, sponsorships and grants from the Agency for Cultural Affairs were also received, which reduced the city's expenditures.
- committee member
- I think that the introduction of external funding is something that deserves positive recognition and should be reflected in the evaluation.
- committee member
- Regarding the cost of purchasing artworks (expenses related to the collection and preservation of art materials), the amount of purchases is very low compared to the budget. Is there any reason for this being much lower than in the previous fiscal year?
- secretariat
- Regarding the collection of artworks, we do not purchase artworks unless they are worthy of being part of our collection, rather than using up all of the budget secured.
- committee member
- Do you have an organized database of works in your collection?
- secretariat
- Although we created a database 6 or 7 years ago, it is incomplete and does not keep track of exhibits, conditions, etc. In the future, we would like to create a comprehensive database of works, with the assumption that some information will be made public.
- committee member
- The creation of a database would also be involved in public relations and information dissemination.
The National Council of Museums of Japan is moving toward the construction of a common search system, and if the works of Kitakyushu Municipal Museum of Art are to be made available to the public through this system, it would be better to build the system gradually. - committee member
- The current evaluation materials make it difficult to evaluate and comment.
Since there are challenges, we would like to hear, "Once we meet our initial goals, what will be our next steps?" and so on, we would like to see new recommendations and other materials presented for future indicators. - chairman
- Perhaps it is time to re-examine how to itemize and frame the evaluation.
- chairman
- The number of participants in workshops for children, such as the Challenge Art Museum and Summer Art School, is probably small compared to the overall number in Kitakyushu City.
- secretariat
- The most popular programs, such as the Challenge Art Museum and Summer Art School, are selected by lottery from among more than 10 times the number of applicants. With the cooperation of curators and volunteers, we limit the number of participants to 20, which is differentiated from the large-group art classes, and we offer more individualized programs. However, some children are unable to participate, so we would like to increase the number of times, but due to staffing issues, we are currently doing as much as we can.
- committee member
- I think it would be best to see the actual works at elementary school art appreciation classes, etc., but I think DVDs or videos would increase opportunities to see the works and trigger interest in them. Is such an attempt possible?
I think it is effective to spread the word about art works because it is difficult to take out the real thing. I think it is important to convey the appeal of the collection to a wide audience. - secretariat
- I think a website or similar is necessary to create a database and communicate the appeal of the collections.
- committee member
- I know that surveys, etc. have been conducted, but if there are any additional explanations, I would appreciate it.
- secretariat
- We have had many students visit the museum for elementary school art museum classes and in house classes. We do not conduct post-survey surveys. In addition, a survey of participation showed that 75% schools have participated at least once, and a quarter of the schools have never visited the museum. As for the survey, we will review the content of the survey and plan to implement it from the second semester.
We have conducted a survey about the WakuWaku Art Museum and volunteers, and will try to reflect the results of the survey in our evaluations as well. However, since we will not be able to conduct activities inside the museum while it is closed, we would like to move forward with this project with a view to when the museum re-opens. - committee member
- How is it possible to set a target in terms of the number of children when "Kitakyushu City has Japan's largest population decline" and on top of that, the "aging of the population" is progressing?
It may be time to reevaluate the project, considering the involvement of the growing number of elderly people, the use of branch libraries, and attracting more customers. - chairman
- Is there anything else?
- committee member
- I think it is necessary to conduct, quality and content evaluation of the survey.
Regarding the appreciation classes, I think there are some difficulties regarding large schools, such as not being able to come at one time. - committee member
- If we do a post-survey for schools, it will not be very useful unless we do a proper analysis of the results.
As the core of the museum, I believe that enhancing the local collection, which also gives back to the community, will lead to more people supporting the museum by thinking of it as "our museum". How about holding workshops at branch museums, not only for large exhibitions, but also using the local collection that is unique here? - chairman
- I think it is necessary for a public museum to do this extensively.
If there are no other comments, may we approve the "Evaluation Results" proposed by the secretariat regarding the evaluation of the operation of the Kitakyushu Municipal Museum of Art on the agenda? - ≪ Commissioner.
- No significance.
- chairman
- Approval of the Secretariat's proposal for the evaluation of the operation of Kitakyushu Municipal Museum of Art.
- chairman
- Are there any other matters to be discussed or reported by the committee members or the secretariat?
- secretariat
- (Explanation of planned museum renovations)
- chairman
- Thank you very much.
With that, we will conclude today's agenda. - secretariat
- Thank you very much.
Thank you, committee members, for your long hours of discussion.
This concludes the first meeting of the Kitakyushu Municipal Museums Council for FY 2015.
