proceedings (e.g. parliamentary debate)
- secretariat
- The 2nd Kitakyushu Municipal Museum of Art Council Meeting in 2015 will be held.
- chairman
- First, the secretariat will explain agenda item 1, "Kitakyushu Municipal Museum of Art Operation Policy for Fiscal Year 2008.
- secretariat
- (Explanation of Agenda Item 1: "Kitakyushu Municipal Museum of Art Operation Policy for Fiscal Year 2008")
- chairman
- If you have any comments or questions about the explanation just given, please let me know.
- chairman
- The city's cultural promotion plan is for a five-year period starting in fiscal year 2016. How does this relate to the museum's next five-year plan?
- secretariat
- The Cultural Promotion Plan is currently under preparation and has not yet been made public, so we do not have any materials, etc. However, once it is formulated, we would like to operate the museum by reflecting its basic principles and measures as well.
- committee member
- Regarding the status of budget execution in FY 2015, there is a discrepancy between income and expenditures, especially for special exhibitions. I think the main reason may be accessibility issues. When the museum reopens in FY 2009, do you have any plans to improve accessibility, such as operating a shuttle bus in cooperation with the nearby Inochi no Tabi Museum, World Heritage sites, etc.?
- secretariat
- As for the balance between income and expenditures for special exhibitions, we are not extremely unbalanced compared to other museums in Japan, but we also do not think that we should ignore income and expenditures. However, we do not think that we should ignore income and expenditures. We would like to try to meet the needs of the public so that as many people as possible can visit the museum. Regarding the location of the museum, we have been operating a shuttle bus service, and we would like you to understand that it is not at all impossible to come to the museum except by car. As for the buses that circulate with other facilities, we believe it will be quite difficult to attract people with different tastes and preferences. However, we will make every effort to promote the museum as accurately as possible to attract people with different tastes.
- committee member
- When you say "make the air flow from inside to outside in one direction" in the renovation work, is it correct to say that the front room will be installed to block outside air as much as possible and to create a mechanism to slightly increase the air pressure inside the exhibition room to block outside air from entering?
- secretariat
- Until now, the air supply and exhaust system was inadequate, causing air to accumulate in certain areas and preventing the temperature and humidity of the entire room from remaining constant. From now on, the system will be changed so that air always moves from inside to outside of the room by slightly changing the pressure.
- chairman
- You mean to increase the air pressure in the exhibition room.
- committee member
- How do you plan to improve the services provided by the stores and other facilities to attract more visitors to the museum?
- secretariat
- Due to the difficult financial situation, this construction project is dedicated to creating an environment where, at a minimum, the works can be safely protected and displayed.
- chairman
- Do you have any thoughts on the direction to review volunteer activities?
- secretariat
- The specific structure and other details have not yet been finalized. In terms of issues to date, it has been 42 years since the museum opened its doors as Japan's first volunteer art museum. We have conducted training based on advanced technical education, and volunteers have been involved in providing explanations to visitors and organizing materials, etc. However, in order to cultivate advanced knowledge, the number of recruitment has been extremely limited. As a result, the number of volunteers has been aging. We have also noticed a marked difference in the rhythm of life between the 1960s, when the museum first opened, and the present day. We would like to create a new form of volunteerism that allows everyone from the younger generation to the elderly to get involved in whatever way they can.
- chairman
- Any other comments?
- committee member
- No significance.
- chairman
- Thank you very much. Now, this matter has been approved.
- chairman
- Next, the secretariat will provide an explanation of agenda item 2, "Operational Evaluation Goals for FY 2016".

- (Explanation of Agenda Item 2, "Operating Evaluation Goals for Fiscal Year 2016")
- chairman
- If you have any comments or questions about the explanation just given, please let me know.
- committee member
- The "publication of a research bulletin," which had been a goal until FY 2015, is no longer included in the FY 2016 goals, but does this mean that you gave up on it because you did not reach publication as a result until FY 2015?
- secretariat
- We are not giving up. I have received a suggestion that we should think about how the bulletin should be written. I would like to proceed with this as well. I would like to publish papers and other information.
- committee member
- I think you should do more to publicize and promote "40 Years of Volunteering: Record of Activities and Future" (2015). I think it is a very good book.
- chairman
- Some of them are now starting volunteer activities. I believe that many of them are becoming voluntary groups, but there may be a way not to change the distinctive "Kitakyushu Municipal Museum of Art" approach, including the good and bad aspects of such groups.
- chairman
- Do you have any other comments?
- ≪ Commissioner.
- No significance.
- chairman
- Thank you very much. We appreciate your approval of this matter.
- chairman
- Next, the secretariat will provide an explanation on agenda item 3, "Evaluation of the Operation of Kitakyushu Municipal Museum of Art from FY2010 to FY2014.
- secretariat
- (Explanation of Agenda Item 3, "Evaluation of the Operation of Kitakyushu Municipal Museum of Art from FY2010 to FY2014")
- chairman
- If you have any comments or questions about the explanation just given, please let me know.
- committee member
- Overall, the current operational evaluation items are not PDCA. We do not know what the issues are. If we don't know what each issue is, it will not lead to action. I think we need to add challenges to individual outcomes.
- chairman
- I have the impression that it is difficult to evaluate, and I am not sure what the problem is. I am not sure how to evaluate each self-evaluation either; we need to look back over the past five years and figure out what to plan for the next.
- committee member
- I would like to go further with this level of commitment." and other explanations would help us understand the reasons and validity of the evaluation.
- committee member
- I saw the results as how much the number of people had increased through publicity, how much the total number of citizens participating had increased, how many more people wanted to do it again, and so on.
However, I wonder if that is the intended outcome. I would like to see a form that makes it easier for committee members to make judgments about the self-evaluation. - committee member
- I am not sure if it is appropriate to rate a program as a B overall because it was rated a C in previous years but is now an A. I would like to know if there is a way to evaluate the program. For example, I think it would be helpful if there is an identification or review of the situation, such as, "We were able to clear the first step by making this improvement to the situation where we were not reaching the target," which would lead to further progress. I also wonder if this evaluation is appropriate for public relations. How many articles were published in magazines and newspapers, but to whom did they reach? It is often said that people in their 30s and older get almost no information from newspapers and TV. I believe that public relations strategies should be different for the over 60s, the middle class, and the younger generation.
- committee member
- I think there should be an annotation as to why this evaluation was made.
- committee member
- A "B" for better is different from the original "B", so I would like you to think about how to write the overall evaluation so that I can understand it.
- committee member
- How do you handle 5-year evaluations?
- secretariat
- We will analyze the problems to date and reflect them in the next five-year plan.
- committee member
- The PDCA cycle table is not appropriate for this project, and it should be improved.
- committee member
- The booklet distributed at the "Tree Life: A Painter's Gaze" exhibition was labeled "Guest Room 001." Do you plan to continue introducing up-and-coming artists in the future? If you are supporting young artists, you may include them in your evaluation.
- secretariat
- We plan to continue to do so in conjunction with collection exhibitions.
- chairman
- Are there any other matters to be discussed or reported by the committee members or the secretariat?
- secretariat
- (Explanation of planned museum renovations)
- chairman
- Thank you very much.
With that, we will conclude today's agenda. - secretariat
- The secretariat would like to explain how we will proceed with the operating policy and evaluation. We would like to formulate an operating policy for each single fiscal year until fiscal year 2009, when major repairs are underway, and conduct an evaluation of the policy, followed by the formulation of a new five-year plan starting in fiscal year 2008.
- secretariat
- Thank you very much.
Thank you, committee members, for your long hours of discussion. This concludes the 2nd Kitakyushu Municipal Museums Council Meeting for FY 2015.
