The Board received feedback on the results of the FY 2015 project implementation and the FY 2015 operational evaluation.

minutes
secretariat
The 1st Kitakyushu Municipal Museum of Art Council Meeting in FY 2008 will be held.
chairman
First, the secretariat would like to explain Report 1, "Results of Business Implementation in FY 2015" and Report 2, "Activities of the Friends of the Museum".
secretariat
(Explanation of Report 1, "Results of the Implementation of Projects in 2015")
(Explanation of Report 2, "Activities of the Friends of the Museum")
chairman
If you have any comments or questions about the explanation just given, please let me know.
committee member
There is a large discrepancy between the budget and the financial results with respect to the special exhibition income for FY 2015.
Is the 2016 budget being prepared in the same way?
secretariat
It has been set as a target budget and will be the same in FY 2016.
chairman
Is there anything else?
The secretariat will now continue with an explanation of the agenda.
secretariat
(Explanation of Agenda Item 1, "Evaluation of the Operation of the Kitakyushu Municipal Museum of Art")
chairman
I explained the results of the evaluation, which was a compilation of each committee member's evaluation.
committee member
When we receive donations from local artists, many of them are in poor condition and require restoration costs. Can money for restoration be included in a long-term preservation plan? Currently, the purchase and restoration budgets are separate, but is it possible to prepare a combined budget for purchase and restoration? Also, we need to think about systematic restoration by incorporating restoration expenses as part of exhibition expenses.
secretariat
Year after year, restoration costs are decreasing, and although the number of works to be restored is increasing, the budget is decreasing.
committee member
Regardless of the value of the piece, there will be restoration costs. If you have a specialist look at the work, get a full estimate, and determine what is a must-have, you may be able to do some of the work on a low budget.
committee member
Do you have certain criteria or policies regarding purchases and donations?
From now on, standards will be required as we enter an era of maintenance of the works.
It is difficult to evaluate the number of condition checks alone. It would be helpful to also indicate the status and results and prioritize them for future measures.
Also, why don't you make it possible for each committee member to share his/her opinion with other committee members? It would be easier to understand if the overall content is visible.
secretariat
When accepting donations, the curatorial staff determines the collection policy and condition of the donated items, and the collection committee carefully selects the donated items according to certain criteria.
committee member
It would be easier to evaluate the work if we could see specific tasks, such as how the 5,000 pieces of work are checked.
chairman
Although the installation is included in the purchase, I understand that there is a risk of time, effort, and expense involved in composing and displaying it.
secretariat
We purchase artwork after thorough discussions with the artist and a memorandum of understanding regarding the composition and maintenance of the artwork.
committee member
Regarding restoration, donation, deposition, and purchase, I would like to know the actual situation, not only the numbers, but also the work behind the scenes.
Regarding the goals of the research and survey, how will the collected works be turned into public property? How about also representing the work and efforts of how the works themselves have been used in other museums and exhibitions? The more local works of art we have, the more difficult it becomes to give them back to the community in an attractive way. The promotion of local art is also related to the promotion of education, and I think there is a lot of overlap.
How about including in the B evaluation items the records of loans, participation in curatorial workshops and training sessions, and efforts to use the collection as a community resource?
How about adding more underwater efforts to the goals during the next five-year evaluation?
chairman
I think it is necessary to try to spread the word to the community and local people.
committee member
The "Bulletin" does not have to be a dissertation.
Some of the reasons for the evaluations were stated as being closed, but this could have been taken into consideration and determined when setting the goals, or the goals could have been changed and evaluated when the situation changed from when they were set.
committee member
It seems to me that there was a problem with the way the goals were set.
I would also like to see results shown, not just the number of studies conducted. There is nothing to show how it was utilized for what.
chairman
How about including such items in the form and compiling progress reports, review process, etc. in a bulletin? It does not have to be a paper.
committee member
Isn't the "broad age" bracket for educational dissemination too large?
Is it for middle-aged people? How about making it concrete and conscious so that it can be done specifically? Kochi Prefectural Art Gallery does English and sign language versions of gallery talks when they are held.
chairman
Do you have any programs for tourists or people from overseas?
committee member
In other countries, there are programs for people with dementia and their caregivers as part of day care and rehabilitation. We need to reach out not only to schools, but also to children, families, parents, and communities.
committee member
I felt that the museum was not well known, even though it is located in the city.
Even when the main building was open, I could not find out where and when the shuttle buses departed and arrived, so I would like to see this information posted at the civic center and other locations.
committee member
What is the breakdown of the content after the work has been checked?
If you have checked 751 TP3T in your collection, I would like to know if the restoration is necessary, the number of points, and the percentage.
If other museums have the same problem, then there is an absolute shortage of restorers. Why not consider training and supporting restorers, including teaching them about the existence of restorers from childhood?
secretariat
Regarding the checking of artworks, we are not checking whether they need restoration or not, but rather checking their condition. Also, even if a work has deteriorated, not all of it is eligible for restoration, so it is difficult to express this in numerical terms.
chairman
There are quite a few students who want to learn restoration, but there are only a few places where it is taught. Until now, museums have purchased and collected artworks, but from now on, upkeep and maintenance will be essential.
Regarding how to write the evaluation sheet for educational dissemination, if something is achieved twice as much as the target, it should be "Achieved as targeted." If the goal was achieved twice as much as the target, it should not be "We achieved the goal as targeted," but "We exceeded the target and achieved it well. If the target has been achieved twice as much as the target, it should be expressed as "The target was achieved well beyond the target," instead of "The target was achieved as targeted.
committee member
From the field of education, I would like to ask if you could do something to replace the closed Honkan, because for children who have no experience going to museums, museum award classes and the like are valuable experiences for them. I think it would be a very good experience to have a teacher from the College of Education come to the school to conduct such an event.
It would be good to have the workshop at a place where people can gather, such as the Riverwalk.
committee member
Regarding volunteer activities, I think there used to be some for children and students in addition to adults, and I would like you to consider this.
Collaboration with city facilities, etc. is a good idea, and I would like to see it done more.
Citizen groups are having trouble concentrating on Kurosaki Civic Gallery due to lack of exhibition space. The Yawata Civic Hall has also been closed, and I would like you to think about exhibition space for citizens.
committee member
I have a question regarding the budget. If we are going to hold a major exhibition, rather than separating restoration and purchase costs, restoration and research will be necessary, etc. Can we request a budget that includes these costs as administrative expenses in the form of museum operations?
secretariat
As for repair fees, I don't think it is possible to do this within a single year's budget, so we need to come up with an overall budget amount and make a plan for a number of years to make the request.
chairman
Is there anything else?
chairman
Now, regarding the evaluation of the operation of Kitakyushu Municipal Museum of Art on the agenda, may we approve the "Evaluation Results" as proposed by the secretariat?
≪ Commissioner.
No objection.
chairman
Approval of the Secretariat's proposal for the evaluation of the operation of Kitakyushu Municipal Museum of Art.
chairman
In other matters, are there any matters to be discussed or reported by the members of the committee or the secretariat?
secretariat
No, there is not.
chairman
Thank you very much.
This concludes today's agenda.
secretariat
Thank you very much.
Thank you, committee members, for your long hours of discussion.
This concludes the first meeting of the Kitakyushu Municipal Museums Council for fiscal year 2008.
