proceedings (e.g. parliamentary debate)
- secretariat
- (Explanation of today's handouts and agenda, confirmation of audience)
- secretariat
- The 2nd Kitakyushu Municipal Museum of Art Council Meeting in FY 2008 will be held.
- chairman
- First, the secretariat will give an explanation of agenda item 1, "Draft Fiscal Year 2009 Kitakyushu Municipal Museum of Art Operation Policy.
- secretariat
- (Explanation of Agenda Item 1, "Operating Policies for Fiscal Year 2017") 《Deputy Director》.
- chairman
- If you have any comments or questions about the explanation just given, please let me know.
- chairman
- In the operating policy, the phrase "to foster civic pride" is used. Shouldn't the phrase "to foster civic pride" be used instead of katakana?
- secretariat
- We have adapted the language used in the city's cultural development plan.
- committee member
- What is your plan for the renewal/opening project and its publicity?
- secretariat
- Commemorative lectures and a lobby concert in tie-up with the International Music Festival are planned.
We believe that the Turner exhibition will attract a lot of attention as many of the works are on display in Japan for the first time, so we are considering publicizing the exhibition along with the effects of the reopening. - chairman
- Has there been any particular progress on the volunteerism item since the last time? Are you on track to resume in fiscal year 2008?
- secretariat
- The plan is to review it in FY 2009, and if possible, begin in FY 2008, with implementation starting in FY 2019 at the latest.
- secretariat
- As a supplement, we are still in a temporary office this year, so there are some space issues. Also, if we focus on explanatory activities, we will not be able to enter the main building and therefore will not be able to see the actual building, which has put us in a bit of a backward position.
- chairman
- Is the construction work mainly on the exterior walls and waterproofing?
Will the colors not be cleaned up? - secretariat
- The concrete exterior will be repainted and cleaned, so it will be clean.
- committee member
- Is there anything else that will be changed in the exterior?
- secretariat
- Yes. The appearance will not change.
- chairman
- Will the elevator be larger?
- secretariat
- The existing one will remain the same. A new one will be built that is large enough to accommodate a wheelchair.
- secretariat
- It used to lead directly into the exhibition room, but will now come out at the entrance to the exhibition room.
- committee member
- Regarding the decrease in the number of visitors, you mentioned that it is because the main library is closed, but what exactly did you do to induce people to go to the branch library? What, if anything, have you done to analyze the situation?
- secretariat
- If one of the museums is closed, the number of visitors will be halved. This is not to say that if one museum is closed, the number of visitors will be cut in half, but if both museums are closed, there will be a synergistic effect, as if information about the exhibition is mutually obtained and used as an advertisement.
- committee member
- Is the LED conversion of the exhibition rooms only for the exhibition rooms, rather than for the entire building? The initial cost will be high, but the maintenance cost will be very different.
- secretariat
- Only the exhibition rooms. Due to budget constraints, we were not able to visit the entire museum.
- committee member
- After construction is completed, the entire main building will be fumigated. Is the entire building to be gas fumigated? It is a good measure against insects, but how will it affect the artworks?
- secretariat
- The works will be moved after fumigation is completed.
- chairman
- Is gas fumigation performed only inside the storage rooms? Can the entire building be fumigated? Wouldn't this be dangerous?
- secretariat
- It is only a storage room and is confidential, so it is safe.
- committee member
- The total budget for the FYH29 special exhibition is 120 million. Will this amount of budget be secured in the future, or will it increase further? What are your projections in this area?
- secretariat
- Our current policy is to focus on educational outreach. The museum project we are planning to implement for third grade elementary school students will cost more than 30 million yen if it is implemented at all schools. Therefore, it may be difficult to hold exhibitions on the same scale as before.
- committee member
- You have just renewed it, but you don't want to increase it?
- secretariat
- Of course, we will make demands, but they are often not granted because they are coordinated within the city as a whole.
- committee member
- Will the staffing be increased for a fuller response?
- secretariat
- We are requesting that the reduced staffing due to the closure of the museum be returned. We are also requesting an increase in the number of curators to accommodate museum tours.
- chairman
- Is the museum tour a cooperative project with schools and is it held on weekdays or on weekends? Or will it be held on weekends? Schools have a variety of events, so we will need to discuss this as soon as possible.
- secretariat
- Modeled after the 21st Century Museum of Contemporary Art, Kanazawa, which is held for all 4th graders, the program in Kitakyushu City is for 3rd graders and will be held on weekdays. We have already discussed this with schools and the Board of Education.
- committee member
- I understand that the purpose of the renovation is to improve the basic strength of the museum, but since not a small amount of money was invested in the construction, we should consider publicizing the museum in such a way that citizens will visit the museum on this occasion. The building is valuable, so it would be a good idea to publicize the museum itself as an asset of the citizens, not just as an exhibition venue. Are you thinking of a strategy to target the public, such as "the museum is an entity that is linked to civic pride"?
Also, the website needs to be revamped. From what I have seen, it does not even seem to be smartphone compatible. Why don't you come up with a strategy to increase the number of people who have been a little slow on their feet and repeat visitors? - secretariat
- We are not doing this now, but will consider strategies. We will consider something for the general public, involving the Art Forest Park and other places.
- committee member
- It is necessary to attract fans not only by saying that the building has undergone a major renovation, but also by showing that it is an Isozaki building and by offering a wide range of goods and services.
- chairman
- Do you have any other comments or suggestions?
- ≪ Commissioner.
- No objection
- chairman
- If not, we have received your approval for this matter.
- chairman
- Next, the secretariat will provide an explanation of agenda item 2, "FY 2017 Operational Evaluation Items and Objectives (Draft)".
- secretariat
- (Explanation of Agenda Item 2: "Draft Items and Goals for the FY 2017 Operational Evaluation")
- chairman
- Now, members of the committee, if you have any comments or questions about the explanation just given, please let me know.
- chairman
- You mention that you will hold 20 workshops and other educational outreach programs, but will you hold 20?
- secretariat
- We used to set a goal of 10 times, but we have actually been able to do 20 times for several years now, so we plan to do 20 times again.
- chairman
- How about making the evaluation not only based on the number of times, but also on the content? The goal should be "about" 20 times, and if the number of times is not 20, but the content is very good, the evaluation should be better.
- chairman
- I think it would be better to set qualitative indicators for education and dissemination projects by conducting opinion and questionnaire surveys, not just the number of participants.
- committee member
- What do you envision when you say, "Targeting the target according to the characteristics of the exhibition" as part of your public relations and information dissemination efforts?
- committee member
- Why don't you do SNS for all, not just targeted, and do something else as an added bonus? I believe that elderly people now use SNS on a daily basis.
Marketing research, not hypotheticals, is necessary. It should be conducted once. - chairman
- What is regular newspaper advertising? Are there any costs involved?
- secretariat
- Museum and exhibition information is published in two newspapers every Friday. Expenses are incurred.
- committee member
- Do you utilize city publicity such as pitches to the City Press Office? Also, is your admission target of 200,000 visitors per year for FY 2009 a bullish or bearish setting?
- secretariat
- We are of course throwing the city under the bus. We are not optimistic about the number of visitors we are targeting, although we do have Turner exhibitions and other exhibitions commemorating the renewal. It is not a number that we are certain we will be able to achieve.
- committee member
- When can the Annex be used? Also, can the general public use the Annex as a public gallery as before?
- secretariat
- After the construction is completed, it will be difficult to open the museum at the same time as the opening of the main building because the artworks will have to be moved and maintained. We expect that it will be after April, 2008. The museum will continue to be available for rent as a civic gallery.
- chairman
- Do you have any other comments or suggestions?
- ≪ Commissioner.
- No objection
- chairman
- If not, we have received your approval for this matter.
- chairman
- Next, the secretariat will provide an explanation of the proposed revisions to Agenda Item 3, "Future Municipal Museums.
- secretariat
- (Explanation of proposed revisions to Agenda Item 3, "Future Municipal Art Museums")
- chairman
- Now, members of the committee, if you have any comments or questions about the explanation just given, please let me know.
- committee member
- The Living Museum is not to be revised, but reinterpreted. Is that the purpose?
- secretariat
- Since we intend to continue to use the term "living museum," we would like to expand its interpretation to mean not only "spending time" but also "living museum.
- chairman
- The Living Museum was proposed by George Brown Guth of the Smithsonian Institution. It means "a living, working museum." We should not just keep old things, but use them, make the most of them, and make the most of them. It is said to be the first museum in academia that began to refer to the educational function of a museum.
- committee member
- I would like the museum to move in the direction of modernity and regionalism. I would like the museum tours to include not only the viewing of art, but also the role of art in society. I would like the museum tours to continue to be connected with schools before and after the experience.
- secretariat
- The Museum Tour will be preceded by a school orientation session. At that time, we will distribute a special leaflet and ask students to take it back to their schools. Our hope is that the schools will conduct a preliminary study. Then, we would like them to come to the museum, get to know the artwork and the building, and return to school to still work on it in the post-program study. The final hope is that they will take it home and talk about it at home. I believe that this will lead to civic pride.
- chairman
- The classification has been changed and "Citizen Participation/Collaboration" has been grouped together as "Citizen Interaction" and a new section "Facility Management" has been added, but isn't this not attractive and, in fact, not understood by the general public?
- secretariat
- We believe that facility maintenance is not finished after major renovations are completed, but that maintenance and other activities will continue to be important in order to maintain the facility.
- secretariat
- Ease of use by the general public is also necessary.
- committee member
- The part about citizen participation and collaboration may be included in educational dissemination and community interaction, but as a city museum, I think it is important to hammer it out without cutting it out, because I think it may lose the nuance of wanting the public to use and participate in the museum. Also, the three pillars do not include the core of the museum's essential activities, which is to provide opportunities to view good historical works of art.
This is something that cannot be passed up. - committee member
- First, there is no organization of current issues, etc.
Don't we have to make it based on the challenges we have seen so far?
Identify and organize strengths, weaknesses, characteristics, roles, etc., and determine whether the task is possible or not (possible or not possible). The decision will be based on the strengths, weaknesses, characteristics, roles, etc. In addition, we believe it will be important to collaborate with local galleries and other organizations. Since resources and human resources are limited, I think it would be easier to prioritize them and make an annual plan. - committee member
- I think there is basically no need to change much from the previous classification. However, the three pillars only include "artworks" and "exhibitions," so I wonder if there is anything from the public side or something that people can come into. I understand that the collection policy and exhibitions are important, but I thought it would be good to re-examine another classification of viewers and users.
- chairman
- We will evaluate the current situation, include Kitakyushu's unique advantages, and reconsider the situation.
We will consult with the committee members and others and give it much thought as we work to finalize it. - committee member
- Having been involved in evaluation for the past 10 years, I certainly have a clearer idea. We are trying to organize what we are doing now, while making up for the shortfalls. Why don't you also describe what you are able to do properly?
- chairman
- Is there anything else?
- ≪ Commissioner.
- nashi (Pyrus pyrifolia, esp. var. culta)
- chairman
- This concludes the agenda for today's meeting. I will return the proceedings to the Secretariat.
- secretariat
- Thank you, committee members, for your long hours of discussion.
This concludes the 2nd Kitakyushu Municipal Museum of Art Council Meeting for fiscal year 2008.
Thank you very much for your cooperation today.
